The ~VGA~ controller manages all the functions of the graphic card. It deals with the VGA BIOS to load the video memory with the proper information. It then uses that information to tell the video circuitry what signals to produce for the |monitor|. Both the video controller and the video circuitry are synchronized to produce the horizontal and vertical refreshes used by the monitor.
